Overview
At PTAC's September 2026 meeting, the Committee will seek stakeholder input on its draft white paper, Transforming Health Care Delivery Through Value-Based Payment Models and Care: A Roadmap. The paper articulates a roadmap for advancing the development and implementation of Alternative Payment Models (APMs) that support the transformation of the U.S. health care system toward high-value, patient-centered care.
Drawing on its 10 years of experience, PTAC offers recommendations in its white paper that focus on total cost of care (TCOC) models and strategies to accelerate the adoption of value-based care, including in the areas of payment approaches, performance measurement, model enablers and flexibilities, implementation in rural communities, and the use of technology-enabled care, artificial intelligence (AI), and patient empowerment to improve care delivery.
This public meeting will involve leading experts who will share their perspectives on PTAC's white paper, including the range of recommendations and how they can be most helpful to policy makers.
Registration
Registration for the September PTAC public meeting is required. Members of the public may attend the meeting in three ways: in person, via Livestream, or by dialing in only (via telephone). Meeting logistical information and meeting materials will also be shared from PTACRegistration@norc.org each morning of the meeting.
Public Comments
Members of the public will have the opportunity to register to provide a public comment during the meeting. If you would like to make a public comment on Tuesday, September 15, please check “yes” to making a public comment on your registration form. Advance registration for providing a public comment is preferred. In-person commenters should plan to arrive at the Humphrey Building at least 30 minutes before the start of the public comment period, and dial-in only registrants should dial in at least 10 minutes in advance. Public comments will be limited to three minutes per person during the public comment period. Participants will be invited to speak in person at the microphone or virtually over the phone, in the order in which their request is received. About PTAC
The Medicare Access and CHIP Reauthorization Act of 2015 (MACRA) created the Physician-Focused Payment Model Technical Advisory Committee (PTAC). PTAC reviews proposals for physician-focused payment models (PFPMs) submitted by individuals and stakeholder entities and makes comments and recommendations to the Secretary of Health and Human Services (HHS) regarding the extent to which such proposals meet ten criteria established by the Secretary. PTAC typically holds quarterly meetings to deliberate and vote on PFPM proposals. These meetings are publicized in the Federal Register and open to the public. MACRA requires HHS's Office of the Assistant Secretary for Planning and Evaluation (ASPE) to provide operational and technical support to PTAC.
