State governments, in cooperation with regulated public utilities, issue bid solicitations, establish various local content requirements for each bid, review and select offshore wind providers, and negotiate power purchase agreements.
Once offshore wind developers are selected, their Tier 1 manufacturers need to comply with state regulatory frameworks, as well as local conservation commissions, planning boards, and zoning boards. To further complicate the development process, all local and state levels decisions are subject to legal appeals to the courts, which often have three levels of appeal.
