Co-Designing Trusted CIEs: Privacy, Coordination, and Data Systems for Whole Person Health

Community Information Exchanges (CIEs) have emerged as critical infrastructure for coordinating care across healthcare, public health, and community-based organizations. This session highlights how states and communities are designing sustainable, trusted CIEs through collaborative governance, community engagement, and privacy-first data sharing. Speakers from Michigan, Washington, and Illinois will share lessons learned from developing statewide coordinating entity standards, co-designing CIE programs with community stakeholders, and translating complex legal and regulatory requirements into practical governance,consent, and data-sharing frameworks. Together, these presentations demonstrate how inclusive governance, technology-agnostic approaches, and strong privacy protections can build trust while enabling secure, interoperable information exchange across sectors.
