Realizing the Promise of RHTP: Transforming Infrastructure into Sustainable Rural Care

Rural health care does not fail for a lack of local commitment. It fails at the systemic gaps—where clinical staff are stretched thin, outdated IT infrastructure isolates local clinics, and patients must travel hours for basic specialty or behavioral health services. The Centers for Medicare & Medicaid Services’(CMS) landmark $50 billion Rural Health Transformation Program (RHTP) represents a once-in-a-generation opportunity to bridge these divides. However, with states facing pressure to obligate and deploy their initial funding, the critical question has shifted from how much funding is available to how we maximize these investments to build a permanently connected, resilient rural health ecosystem.

Success requires moving beyond basic check-the-box compliance. It demands strategically aligning with emerging state-level priorities, understanding the nuances of the RHTP funding guidelines, and building the type of enabling infrastructure that actually changes daily clinical workflows on the ground. 

This session examines what it takes to turn federal RHTP dollars into lasting clinical transformation. We will share emerging trends we are seeing across different state plans and dive into preliminary, high-level survey results detailing how early subrecipients are mobilizing their awards.
