SESSION OVERVIEW

What does “Fully Achieves”, as defined in the IIA Quality Assessment Manual, require under the Global Internal Audit Standards—and how do high-performing internal audit functions (IAF) demonstrate it with strong, clear and consistent governance and management practices, ethics and professionalism and audit methodologies. In this practical, example-driven session, experts will walk through what an IAF needs to have in place to support a Full Achievement Conformance) conclusion. The Fully Achieves rating makes the IAF eligible to be awarded the IIA Global Quality Certification. The session emphasizes the Standards’ shift in expectations from “conformance only” toward conformance plus performance—and translates that into concrete, real-world examples of practices and operating rhythms that stakeholders and assessors recognize as high performance. Attendees will leave with a clear model of what “Fully Achieves” looks like in each Domain, how to avoid common gaps, and how to build a focused action plan to move from “Generally Achieves” to “Fully Achieves.” Attendees will also understand that the IIA did not raise the bar, rather a Fully Achieves rating purely recognizes IAFs who fully achieve/conform to the Standards which was not possible under the prior conformance rating scale.

FACILITATORS

 

Warren Hersh, CIA, CPA, CISA, CFE - Director – IIA Quality Services

Warren Hersh as the Director of IIA Quality Services, Warren has been involved in hundreds of EQAs over the years. Warren was previously Auditor General and interim CFO for New Jersey Transit, Comptroller for the Central Florida Regional Transportation Authority (LYNX), and Internal Audit Director at Jefferson Wells and BDO Seidman. With 40+ years of experience in internal auditing, risk management, fraud prevention/detection, project management, business process analysis/improvement, corporate governance, and IT. He has conducted external quality assessment reviews in many industries. Warren served on The IIA’s International Internal Audit Standards Board for 12 years and the International Public Sector Committee for three years. Warren served on the advisory committee for the new IIA Quality Assessment Manual. Warren is a former President of the IIA - Philadelphia Chapter and currently serves on it’s Audit Committee. Warren is also a co-author of the upcoming publication Applying the Global Internal Audit Standards to Drive Organization Value which is scheduled to be released later in 2026.

 

Keith Kahl, CIA, CRMA, CPA, CFE, CGMA - Lead Quality Advisor - IIA Quality Services

Keith Kahl is a qualified External Quality Advisor with experience (since 2021) leading external quality assessments and he facilitates IIA Audit Leaders Network’s CAE roundtables. He was a member of the IIA’s Global Quality Assessment (QA) Manual Task Force, senior advisor on IIA’s Vision 2035 project, and co-developed IIA Quality Services’ Principles Effectiveness (maturity) Framework. Keith is also a co-author of the upcoming publication Applying the Global Internal Audit Standards to Drive Organization Value which is scheduled to be released later in 2026.His career spanned 40 years in external and internal audit (22 years as a Chief Audit Executive), tax, finance and accounting, investor relations, and operations at global, multi-billion dollar, NYSE companies. He has a BBA in Accounting from Cleveland State University (Cleveland, OH) and an MBA in International Business from DePaul University (Chicago, IL). Keith served on both the Chicago and Houston IIA Board of Governors and led CAE roundtables in Chicago and Houston.
