The market for hemp-derived intoxicating products has evolved rapidly since passage of the 2018 Farm Bill, creating significant challenges for policymakers, public health professionals, prevention specialists, healthcare providers, and community coalitions. Products containing Delta-8 THC, Delta-10 THC, synthetic cannabinoids, and THC-infused beverages are increasingly available through retail outlets, online vendors, convenience stores, and liquor stores, often in forms that appeal to youth and may be perceived as legal and safe alternatives to cannabis.

This webinar will provide participants with an overview of the federal and state regulatory landscape governing hemp-derived cannabinoids, including emerging efforts to address regulatory loopholes and recent legislative actions. Participants will explore the pharmacology and health effects of synthetic cannabinoids and hemp-derived THC products, review current public health surveillance data and poison center trends, and examine the short- and long-term medical and psychiatric consequences associated with use, including intoxication, overdose, and psychosis.

Through case example and facilitated discussion, attendees will gain practical knowledge to support prevention, education, policy development, and community response efforts related to the rapidly changing marketplace of intoxicating hemp products.

1. Describe the federal regulatory framework governing hemp-derived cannabinoids, including the impact of the 2018 Farm Bill and recent efforts to address regulatory gaps related to intoxicating hemp products.

2. Identify key state-level policy approaches in Region 1, including recent legislative and regulatory developments addressing hemp-derived, intoxicating synthetic and semi-synthetic products..

3. Recognize the acute and chronic health consequences associated with synthetic cannabinoid and hemp-derived THC use, including intoxication, overdose, psychiatric complications, and psychosis.

4. Review current public health data, poison center surveillance findings, and emerging trends related to youth and adult use of synthetic cannabinoids and hemp-derived THC products.

5. Learn strategies to build capacity within your prevention organization to monitor and respond to rapidly evolving cannabis federal and state-level policies.
