DESCRIPTION:

It was the year the rulebook changed.

For more than four decades, the Federal Acquisition Regulation has governed how the federal government buys. In April 2025, an executive order directed agencies to remove provisions not required by statute and give contracting officers more room to exercise judgment. Since then, agencies have issued class deviations, retrained the acquisition workforce, and submitted the first formal rules for public comment.

Acquisition is one part of a broader set of changes in how agencies are organized, staffed, and funded. Many questions remain open, including whether these changes are producing better value, more competition, and better results for the public.

This forum brings together government officials, industry leaders, and policy, legal, and government relations experts to review the year. They will discuss what has changed, what is working, where new friction has emerged, and how to judge whether reform is delivering results.
