Instructor Resources

Whether you're a new instructor or already approved to instruct, use the resources below to understand the steps required to become an instructor in FLEX.

New Instructors

For individuals who have not previously been approved to instruct.

1. Create a FLEX account and complete Basic User Orientation.

2. Complete the FTEM State Instructor Application Form and,

3. Once the Education & Training Development Section reviews and approves your request, you will be notified and assigned the appropriate permissions in FLEX.

Active Instructors

For instructors already approved by the State of Florida, NDEMU and/or FEMA.

  1. Create a FLEX account and complete Basic User Orientation.
  2. Enroll in Instructor Orientation within FLEX.
  3. Complete the Instructor Orientation Knowledge Check and upload supporting documentation validating your approval to instruct. Supporting documents may include Train-the-Trainer certificates, evaluations, and similar records.

State of Florida Instructor Requirements

Individuals seeking State of Florida instructor approval must meet minimum requirements that include:

  • Operational and training experience
  • A passing or satisfactory score/certificate for the course or series they want to instruct
  • Required education and training
  • A signed State of Florida Code of Conduct

Additional requirements may include Train-the-Trainer courses or practical application components.

Instructor Prerequisites

To prepare for upcoming trainings, please complete the tasks below:

  • Complete the IS-201a: Forms Used for the Development of the Incident Action Plan and Incident Management
  • Complete the IS-995: ICS Position Foundation Course
  • Gather supporting documentation from the last five (5) years for:
    • Incident support role
    • Active participation within a Professional Emergency Management Association
    • Development of incident management doctrine, tools, guidance, and training
    • Professional incident management publication or consulting

The prerequisites are specifically for legacy NDEMU position Instructors.

Effective August 1, 2026, instructors must submit the required documentation through FLEX for approval to teach courses moving forward.
