Welcome to Florida's Learning Exchange (FLEX)! The Florida Division of Emergency Management (FDEM) created FLEX in order to provide our partners with robust, hands-on training in all areas of emergency management. FLEX ensures that all members of the emergency management community have a clear path of progression in developing both hard and soft skills through Florida-specific practical application of theory in order to better serve local communities.
