Course Overview:
Land use planning decisions shape how communities grow, develop and change over time. This courses gives municipal leaders a practical understanding of Alberta's planning framework, the tools available to municipalities and council's role in making land use decisions.
Participants will explore how plans, policies and bylaws work together, how development moves through the planning and approval process, and how council can evaluate proposals while balancing community priorities, legislative requirements and the public interest.
Key Learning Outcomes:
- Understand Alberta's municipal planning framework and the statutory planning tools available to municipalities
- Distinguish the roles and responsibilities of council, administration and other participants in the planning process
- Understand how Municipal Development Plans, Area Structure Plans, Area Redevelopment Plans and the Land Use Bylaw work together.
- Follow the process from planning and subdivision through development and approval.
- Evaluate planning proposals, using policy, expert advice, community input and other relevant information.
- Apply practical questions and good governance practices when making planning decisions.
Format:
This course, delivered via Zoom, combines expert instruction, group discussions, and hands-on exercises to help participants understand how land use planning works in practice.
Participants will have opportunities to work through planning scenarios, discuss common challenges and learn from the experiences of municipal leaders from across Alberta.
Instructor:
Jamal Ramjohn, RPP, MCIP has more than 25 years of experience in municipal planning, land use policy and development. He currently serves as Manager of Strategic Growth Services with the city of Airdrie and is a sessional instructor in the University of Calgary's Master of Planning program. Jamal brings extensive experience working with municipal councils and translating complex planning processes into practical decision-making.

Participants must attend all three sessions to receive credit for completing the course.
This course is a requirement for successful completion of the Municipal Elected Leaders Certificate through the University of Alberta's Augustana Extended Education.

Virtual Courses:
- Participants must attend all sessions. Up to 30 minutes of absence across all sessions is permitted for personal or business reasons.
- Attendance is tracked by login records and participation. Technical issues must be reported immediately to ensure attendance credit.
Cancellation and Refund Timelines
We aim to provide flexibility while maintaining fairness. Here’s how cancellations are handled:
Cancellation More Than 7 Days Before the Course Date:
- A refund will be issued, minus a $50 cancellation fee.
Cancellation Between 7 Days and 48 Hours Before the Course Date:
- Virtual Courses: A refund will be issued, minus a $50 cancellation fee.
- In-Person Courses: Half of the registration fee will be refunded, minus a $50 cancellation fee.
Cancellation Less Than 48 Hours Before the Course Date:
- No refunds are available for cancellations made less than 48 hours in advance or for no-shows.
