Background
Deployment of zero-emission buses (ZEBs) in the UK has accelerated significantly over the past few years, moving from early-stage pilots to large-scale deployment across cities and regions. Government-backed programmes and operator-led investments are now driving a nationwide transition toward cleaner bus fleets.
The UK government has strengthened its commitment through sustained funding and policy support. A GBP3 billion multi-year funding package has been introduced to stabilise and enhance bus services, replacing fragmented short-term funding with long-term certainty for local authorities. In parallel, schemes such as the Zero Emission Bus Regional Areas (ZEBRA) programme and Bus Service Improvement Plans (BSIPs) continue to support the procurement of zero-emission buses and associated infrastructure across England.
The market is now witnessing large-scale fleet investments and deployments. Arriva has announced a GBP340 million programme to procure over 800 buses and electrify depots across the UK. Regions such as Greater Manchester, Leicester, and the South West are rapidly expanding electric fleets. New electric routes and fully electric corridors are being launched, including rapid transit-style operations. Depot electrification is scaling, with multiple facilities being converted into fully electric hubs.
At the same time, the sector is undergoing structural transformation beyond vehicles. There is expansion of bus franchising models (e.g., Liverpool City Region, Greater Manchester), integration of buses into multimodal transport systems, deployment of real-time passenger information systems and digital ticketing and adoption of contactless and account-based fare systems to improve passenger experience.
Public transport authorities and operators continue to set ambitious decarbonisation targets. Transport for London is progressing toward a fully zero-emission fleet, while cities and regions across the UK are aligning fleet transition timelines with broader net-zero goals. Major operators such as Arriva, FirstGroup, Go-Ahead, and Stagecoach are scaling investments in electric fleets, depot infrastructure, and charging technologies.
However, as deployment scales, the focus is shifting from procurement to operational performance and system efficiency. A UKRI-backed study highlights that service reliability, not cost, is now the primary barrier to sustainable public transport adoption, with electric buses facing challenges related to availability, maintenance, and parts supply.
The transition is also driving demand for advanced charging and energy management systems, smart depot and fleet management platforms, AI-driven predictive maintenance and data analytics, workforce training and new operational capabilities, and repowering and lifecycle extension solutions
Despite strong momentum, key challenges remain. These include ensuring long-term and accessible funding mechanisms, addressing grid capacity and high-speed connection constraints, improving service reliability and fleet availability, increasing ridership to support financial sustainability, and delivering scalable solutions for rural and regional networks.
Overall, the UK bus sector is entering a new phase of maturity, where the focus is not just on deploying zero-emission buses, but on building reliable, integrated, and financially sustainable clean bus systems at scale.
Against this backdrop, Global Mass Transit is organising the fifth conference on Clean Buses UK 2026 on October 8-9, 2026 at Hilton London Kensington.
Mission
The mission of the conference is to support public transport authorities/agencies and operators in scaling zero-emission bus deployments through practical, real-world insights; facilitate knowledge exchange across UK’s transit ecosystem; address the critical challenges of infrastructure, energy integration, and funding; showcase successful deployments, emerging technologies, and innovative service models; and enable collaboration between public agencies, industry, and financial institutions.
The conference will bring together local authorities (including county, unitary authorities and combined authorities), public transport authorities, bus service operators, OEMs, suppliers of bus components, technology providers, energy providers, charging solution suppliers and battery manufacturers, hydrogen-fueling infrastructure providers, funding agencies, consultants, researchers, and academicians.
The two-day conference will have 12 sessions, panel discussions and case studies, with a wide array of experts providing valuable insights and actionable advice. The agenda will cover the UK government programmes and funding as well as experience so far and plans of cities, PTAs and PTOs to deploy clean fuel buses in the UK. It will also highlight offerings of leading manufacturers and suppliers as well as the latest technological developments and solutions to improve the customer experience.
There will be a dedicated session on the experiences of leading PTAs and PTOs in the deployment of ZEBs. This will provide an opportunity to learn how to deploy ZEBs and charging/fueling infrastructure, mobilise funding, and manage stakeholder expectations.
