WHY THIS SUMMIT — WHY NOW

The San Joaquin Valley’s water systems are deeply interconnected. Climate volatility, groundwater sustainability requirements, infrastructure constraints, and land transitions are reshaping how surface water, groundwater, flood management, and conveyance systems interact and are accelerating system stresses. 

Decisions made in the next five years will shape the Valley’s trajectory for decades. 

Recent Department of Water Resources studies, together with the Unified Water Plan, provide new system-level insight into how these interdependencies are evolving. 

Individually, these reports inform. Together, they reveal a need for alignment. 

This Summit is designed to move from study to strategy and from strategy to commitment. 

Summit Program Overview

The San Joaquin Valley Water Resilience Summit is designed as a two-day progression from understanding to alignment to action. Through a series of presentations and facilitated discussions, participants will explore system-wide insights, examine what must change, and help define a shared path forward for the Valley.

DAY ONE: ALIGNMENT

DAY TWO: COMMITMENT

Understanding the system as a whole. 

• Synthesis of the three DWR studies
• Panel discussion on cross-system interdependence
• Presentation of the Unified Water Plan
• Dialogue on state–local alignment
• Articulation of a vision for the Valley 

Evening Social: An opportunity to strengthen relationships and continue cross-sector dialogue in an informal setting.

From understanding to action. 

Participants will help shape: 

• Top five regional priorities
• Three pilot initiatives
• Needed regulatory adjustments
• Key enabling policy directions
• Working groups and accountability structures 

The goal is to leave with a near-term roadmap and a structure to sustain momentum.
