Travel From Abroad into the U.S.A.

In accordance with the NATO SOFA, military members from another NATO nation may enter the US for official duty without a Visa.   They must show a national military ID Card and a set of standard NATO issued travel orders.   While not strictly required by the NATO SOFA they will often also be asked to show their national passport, so should have that on hand.   No VISA required.

The ESTA waiver is for tourist travel, so should not be used for NATO business travel.   People do so sometimes, but there is a chance it will trigger enhanced treatment by Customs and Border Patrol on arrival.

Note that a NATO civilian (NIC or National Civilian) is expected to enter the US for NATO business on a NATO-6 Visa, which takes a few days to process via a US Embassy or Consulate.
