Please join our Presenters Dan Mercer and Clint Brooks:
In the months after May 25, 2020, the Minneapolis Police Department lost roughly a third of its sworn force. Within seven months, nearly one in five officers was on continuous leave. More than 150 filed for disability, and the city approved over $25 million in PTSD settlements. Six years later, a court is still ordering the city to restore its staffing.
Most analysis stops at the incident. This session looks at what happened inside the organization afterward, and why. Dan Mercer and Clint Brooks are two former police officers with over 37 years of combined police experience and co-authors of Blurred Lines. They take the public record through the seven pillars of EchoPoint's Operational Stability Framework (OSF): Leadership Accountability, Psychological Safety, Moral Clarity, Trauma-Informed Culture, Communication Architecture, Succession and Development, and Institutional Trust. In every pillar, the collapse traces back to leadership and organizational failure, not individual resilience.
Participants will learn:
- How each of the seven OSF pillars failed in Minneapolis, and the measurable signal each one gave
- The four phases of organizational deterioration that can follow a critical incident
- Why support resources alone could not prevent the losses, and what leaders must add
- Seven questions, one per pillar, every command team should be able to answer before their next critical incident
